Deloitte Consulting LLP seeks a Project Delivery Specialist II, Core Business Operations, Core Industry Solutions in Sacramento, CA and various unanticipated Deloitte office locations and client sites nationally.
Work You’ll Do
Lead, coordinate, and conduct daily test touchpoint calls between CalHEERS (California Healthcare Eligibility, Enrollment, and Retention System) and its external partners from CalSAWS (California Statewide Automated Welfare System), CalWIN (California Welfare Information Network), OSI (Office of Systems Integration), CWDA (County Welfare Directors Association of California), DHCS (Department of Health Care Services) for SAWS (Statewide Automated Welfare System) and MEDS (Medical Eligibility Data System) for Integration, Regression and User Acceptance (UAT) testing from CalHEERS end. Perform test planning, impact assessment, track execution progress status, and report to leadership and stakeholders for SAWS and MEDS integration design and execution test phases using Microsoft (MS) Excel and SharePoint. Develop test designs, test case scenarios, test scripts, Requirement Traceability Matrix (RTM), and defect logging and tracking using Application Life Cycle Management (HP ALM). Review requirements and design documents to design and execute System, Integration, and Regression testing, utilizing HP ALM. Leverage Oracle Policy Automation (OPA) tool during testing phase to evaluate the logic of eligibility determinations for Insurance Affordability Programs (IAP). Develop automation test scripts for various releases using data-driven framework in Selenium WebDriver. Implement continuous automation testing by working on DevOps including installing, configuring, and integrating automation scripts using Jenkins and GitLab tool for execution and maintenance of automated Selenium test suite repository. Conduct System testing of sub-components of larger CalHEERS application systems for various modules of online application, eligibility, enrollment, Generation and Validation of EDI 834 File, testing Form 1095-A IRS Health Insurance Marketplace Statement, Advance Premium Tax Credit (APTC) and state subsidy calculation, notices testing, Salesforce testing, and issuer billing testing. Perform web services testing using Simple Object Access Protocol User Interface (SoapUI) and Representational State Transfer application program interface (REST API) to mock Eligibility Determination Request (EDR), Determination of Eligibility Response (DER), and update inbound to test Electronic Health Information Transfer between CalHEERS and SAWS. Perform Section 508 compliance Americans with Disabilities Act (ADA) testing to ensure the Covered California application and notices PDF documents are 508 Compliant using Job Access with Speech (JAWS) and Web Accessibility Toolbar (WAT) tools and by leveraging Web Content Accessibility Guidelines (WCAG). Perform integrated planning, task and defect tracking for test management using IBM Rational Team Concert (RTC), write and execute Structured Query Language (SQL) queries using Oracle SQL Developer, and perform batch job executions using AutoSys.

Requirements
Bachelor’s degree (or foreign equivalent) in Computer Science, Electronic Engineering, or a related field and two (2) years of related work experience in the job offered or in a related occupation. Must also have two (2) years of related work experience involving each of the following:
+ Working on test design, test scenarios, test scripts, and RTM preparation;
+ Logging and tracking defects using HP ALM tool;
+ Conducting System testing of sub-components of larger CalHEERS application systems, conducting Regression testing to ensure existing functionality is not adversely impacted by the new code implementation, and supporting UAT for end clients;
+ Leading, coordinating, and conducting Integration testing to validate transfer of electronic health information between multiple systems;
+ Delivering test reports to leadership and end clients using Microsoft Excel and SharePoint, and collaborating with development team, business analysts, and environment team to clarify and resolve technical issues;
+ Conducting Section 508 Compliance Testing to ensure CalHEERS application and notices are 508 Compliant based on WCAG;
+ Conducting web services testing using SoapUI and Rest API for service-oriented architecture (SOA), performing Test Management using IBM RTC, writing and executing SQL queries using Oracle SQL Developer, and performing execution of batch jobs using AutoSys; and
+ Writing and executing automated test scripts using Selenium data-driven framework for conducting System, Integration, and Regression testing.
