Overview

Employment Status: Permanent / Probationary & Temporary "non-exempt" positions (with the possibility of the full-time positions converting to probationary)

Work Schedule: To be arranged.

Deadline: A pool of qualified candidates will be established for current and future vacancies. Qualified applicants will be kept active from December 21, 2018 through June 28, 2018.

Typical Activities

Under the general supervision and direction of the Student Health Center Director and the Medical Chief of Staff, the incumbent will be responsible for providing direct primary and preventive health care and education to patients utilizing established protocols. The incumbent will work collaboratively with all the Student Health Center staff and will actively participate in health education activities, training of health related personnel, and development of policies, protocols and procedures. Additional duties include participation in health center and campus wide committees when assigned.

The Nurse Practitioner's responsibilities include:

+ Provides assessment, diagnosis and treatment of medical conditions to patients, utilizing established protocols, and in collaboration with student health center physicians.

+ Provides comprehensive health assessments, differential diagnosis and prescribes treatments for medical issues.

+ Provides referrals as indicated.

+ Works independently in the clinical setting, but able to work collaboratively with a variety of CSUSB departments such as Counseling and Psychological Services, SSD and others, to facilitate a comprehensive experience for all students.

+ Performs complete routine physical examinations including interpretation and evaluation of diagnostic test results.

+ Assessment, diagnosis, treatment, and preventive counseling and education regarding reproductive health needs for both women and men, including but not limited to STI's, contraception, and pregnancy.

+ Interpretation of patient's medical history, physical exam, and diagnostic tests, and recognition between normal, normal variance, and abnormal findings. Follow up on all abnormal findings either by intervention, counseling, or referral on or off campus.

+ Assessment of psychosocial issues, providing counseling within scope of practice, and making referrals as necessary.

+ Administers first aid and urgent care and assists in contacting paramedics and emergency transport through the campus system when necessary.

+ Establishes and documents plan of care with complete documentation in accordance with AAAHC requirements, using the electronic medical record system.

+ Works cooperatively with Student Health Center's staff in providing quality patient care

+ Meets as needed with the physicians and other providers for chart review, problem- solving, and education

+ Understands, supports and complies with the policies and procedures of the Student Health Center (SHC)

+ Functions as a mentor and resource for Registered Nurses, Medical Assistants and Clinical Assistants to ensure quality of care standards are maintained.

+ Participates in Peer Review

+ Reviews, develops and updates nurse practitioner procedures and protocols in accordance with Nurse Practice Acts

+ Participates in accreditation activities

+ Participates in Quality Improvement activities as assigned e.g.: in-service education, established meetings, committees, patient education activities and programs to improve the level of care provided in the Student Health Center.

+ Provides consultative services on health related issues as needed to other campus departments and programs.

+ Establishes and maintains cooperative and sensitive working relationships with a diverse, multicultural population and campus community; participates in student health center and campus wellness activities.

+ Participates in the development, selection and maintenance of printed education materials. May be asked to prepare workshops on a variety of health topics of interest to college students.

+ Performs other related duties supporting the daily operation of the Student Health and Psychological Counseling Center as assigned.

Minimum Qualifications

Applicants must possess:

+ Academic degree or certificate from an approved college or university-based Nurse Practitioner program, or possess equivalent training and experience as outlined by the California Board of Registered Nursing (BRN).

+ A valid and current California license as a Registered Nurse

+ A BRN certificate evidencing that the incumbent is qualified to use the title of Nurse Practitioner, as required by the California Board of Registered Nursing. National certification is preferred, but not required.

+ A valid and current BRN Furnishing Certificate.

+ Sufficient experience in a medical specialty applicable to their position to independently perform the duties of a Nurse Practitioner.

+ Comprehensive knowledge of advanced nursing and primary care principles, methods and procedures, along with a thorough knowledge of medical theories, practices and protocols relative to the scope of practice.

+ Thorough knowledge of the applicable state and federal laws and regulations, along with a general knowledge of effective supervisory principles and practices.

+ The ability to use clinical techniques and diagnostic tools, interpret laboratory and other test results, along with the ability keep current with developments in the medical field pertinent to the incumbent's scope of practice.

+ The ability to establish and maintain effective working relationships with a diverse campus community.

Knowledge, Skills & Abilities

REQUIRED:

+ Master's degree or doctorate required.

+ Current California licensure as a Nurse Practitioner

+ Prescriptive authority issued by the California State Board of Nursing

+ Current DEA registration

+ Current Board Certification as a Nurse Practitioner

+ Current Basic Life Support Certification [CPR]

+ Adult, family practice experience

PREFERRED:

+ Master's degree or above

+ Experience with contraception, women's health and primary care psychiatric issues.

+ Experience working with an Electronic Medical Records System (EMR)

+ Commitment to illness prevention and a wellness model of healthcare delivery

+ Ability to operate diagnostic and therapeutic medical equipment, electronic medical record software, Microsoft Windows applications (Word, Excel, and PowerPoint)

+ Ability to establish and maintain effective service-oriented relationships with all customers (e.g. students, faculty, staff, outside agencies, regulatory representatives, vendors, and the community) and provide exceptional customer service

+ Ability to create and maintain a challenging, innovative, positive work environment

+ Ability to select, provide lead work direction to, train, and evaluate clinical and paraprofessional staff

+ Excellent oral and written communication skills (e.g. presentation and public speaking; writing daily correspondence, policies, procedures, reports and related documents) with the ability to communicate with internal and external customers

+ Possess a commitment to the mission, vision and goals of the organization.

+ Ability to adapt in the work environment to meet patient or organizational needs (e.g. work schedule and assignment).

Supplemental Information

Note: In accordance with Executive Order 943, board certification is required for all physicians hired after September 1, 1988. A physician can be given clinical privileges pending initial certification, but must be board certified as soon as possible, but no later than two years after the date of hire. If a physician loses certification thereafter, then the physician may be allowed to continue to provide health care for up to one year while recertification is obtained. If the physician is not re- certified within the one-year grace period, then the physician's clinical privileges in the Student Health Center may be suspended immediately.

A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.

The person holding this position may be considered a limited or general mandated reporter under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

You have medical, dental and vision plans from which to choose coverage. You may cover yourself and your eligible spouse or domestic partner and children. You are eligible to enroll in coverage if you are appointed at least half-time and for more than six months. If you enroll on a timely basis, coverage begins on the first of the month after your date of hire. You also may enroll during any annual open enrollment period.

HEALTH CARE

Medical Benefits - You have a choice of several Health Maintenance Organizations (HMOs), depending on location, or Preferred Plan Provider (PPO) insurance plans through the California Public Employees' Retirement System (CalPERS)). You and the CSU share the cost of coverage, with the CSU paying the greater portion of the monthly premium. You may pay your portion of the cost on a pre-tax basis through the Tax Advantage Premium Plan (TAPP).

Dental Benefits – You may choose between two dental plans: a traditional indemnity (fee-for-service) plan allowing you to see almost any dental provider, or a "dental HMO" plan offering a network of dentists from which to choose. Currently, the CSU pays the full dental premium for you and your eligible dependents.

Vision Benefits – Vision coverage includes an annual eye exam, and glasses or contact lenses every other year. Currently, the CSU pays the full vision premium for you and your eligible dependents.

Cobra Benefits – If you lose your eligibility for medical, dental, and vision benefits under specified circumstances (for example, you leave employment with the CSU), the Consolidated Omnibus Budget Reconciliation Act of 1986 (COBRA) and the Omnibus Budget Reconciliation Act of 1989 (OBRA) allows you to continue to receive health care coverage at your expense. You and your dependents can receive COBRA benefits for up to 18, 29 or 36 months, depending on the circumstances.

FLEXIBLE BENEFITS PLANS

FlexCash – If you waive the CSU medical and/or dental coverage because you have other non-CSU coverage, you can receive additional cash in your paycheck each month. You will be taxed on this additional income. Currently, you can receive $128 FlexCash per month if you waive medical coverage and $12 FlexCash per month if you waive dental coverage.

SURVIVOR PROTECTION BENEFITS

Life and Accidental, Death & Dismemberment (AD&D) Insurance – The CSU provides you with $10,000 of basic term life insurance coverage and $10,000 of basic accidental death and dismemberment (AD&D) insurance coverage. The CSU pays the full cost of this coverage. Coverage is automatic and effective on the first of the month after your date of hire.

ADDITIONAL CSU BENEFITS

CSU Fee Waiver Program – If you are a full-time employee, you are eligible each term to waive certain fees at a CSU campus for a maximum of two courses or six units, whichever is greater. You may transfer your fee waiver benefit to your spouse, domestic partner, or dependent child (up to age 25); however, not all of the fees may be waived or reduced for your dependents.

RETIREMENT PLANS

CalPERS Retirement Plan – The California Public Employees Retirement System is a defined benefit retirement plan that provides lifetime benefits based on members' years of service, age, and final compensation. Full-time employees appointed for at least six months, or part-time employees working at least half-time and appointed for at least one year, are automatically enrolled in the CalPERS Retirement Plan.

Depending on hire and/or membership date, employees are placed in one of three retirement formulas. Each formula determines the employee contribution rate, and the benefit factor and final compensation period used to calculate retirement allowance.

2% @ 55. 2% @ 60. 5% less a $513 exclusion. 2% @ 62 (there is not an exclusion) is 6.75% for contribution.

Pre-Tax Savings Plans – As a CSU employee, you have three voluntary retirement savings plans available to you, which allow you to invest pre-tax dollars to supplement your CalPERS Retirement Plan benefit. They are:

+ The CSU 403(b) Tax Sheltered Annuity (TSA) Plan

+ The Savings Plus 401(k) Thrift Plan

+ The Savings Plus 457 Deferred Compensation Plan

You may participate in any or all of the plans. Each is governed by a different section of the IRS Code resulting in different rules and provisions.

TIME-OFF BENEFITS - (Paid Leave)

Holidays – The CSU offers employees 14 paid holidays each year; 13 scheduled on specific days and one you may take any time during the year.

Vacation – Depending upon your years of service, you earn vacation monthly as follows: 5/6 day up to three years; 1 1/4 days up to six years; 1 5/12 days up to 10 years; 1 7/12 days up to 15 years; 1 3/4 days up to 20 years; 1 11/12 days up to 25 years; and two days per month thereafter. If you have less than 10 years of service with the CSU, you can accrue up to a maximum of 272 hours (34 days); if you have more than 10 years, the maximum is 384 hours (48 days). Part-time employees accrue vacation on a prorated basis.

Sick Leave – For each month of continuous service, you accumulate eight hours of credit for sick leave with pay. Part-time employees accrue sick leave on a prorated basis.

Maternity/Paternity/Adoption Leave – You are eligible for up to 30 workdays per calendar year starting within sixty (60) days of the arrival of your new child, due to birth, adoption, or foster care assignment.
