This position is located within the Project Section, Engineering Service at the Greater Los Angeles Healthcare System, West Los Angeles, CA. The individual selected will become the key staff member of the Engineering Service and serves as Chief, Project Section and is delegated primary responsibility for short and long-term planning, project design and construction for all construction programs for this Greater Los Angeles Healthcare System.

Some of the duties and responsibilities of this position include (but are not limited to):

* Perform a wide range of supervisory duties such as assignment of workload and specific projects, evaluation of performance, interview of job candidates, recommendations for appointments, promotions, reassignments and the affecting of disciplinary actions

* Coordinate all preliminary development, design development, and preparation of construction documents and specifications, construction supervision, and final acceptance

* Oversee the staff technical review of contractor workmanship and progress, submittals, change order cost proposals in accordance to contract, drawings and project specifications, Architect/Engineer designs submittals and cost estimates

* Providing oversight of Computer Aided Design (CAD) technology for design

* Perform other related duties as assigned

### Qualifications

This position includes a **Selective Placement Factor** (skill, knowledge, ability or other worker characteristic basic to- and essential for- satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration**. The Selective Placement Factor for this position is**: "Do you possess working experience as a Supervisory General Engineer within a hospital or medical center environment coordinating/facilitating the planning and design of construction projects?" This experience must be reflected on your resume to receive credit for your response.

**Basic Requirement:**

1. Degree (bachelor's or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics (b) strength of materials (stress-strain relationships) (c) fluid mechanics, hydraulics (d) thermodynamics (e) electrical fields & circuits (f) nature and properties of materials (relating particle and aggregate structure to properties) and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Transcripts required. **OR**

2. Combination of education, experience and/or training

* Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Documentation must be provided. **OR**

* Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Documentation must be provided. **OR**

* Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above in number 1. Transcripts required. **OR**

* Related Curriculum - Successful completion of curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Transcripts required.

**Minimum Grade Level Requirements:**

In addition to meeting one of the Basic Requirements, you must also meet the following specialized experience requirement:

* **EXPERIENCE**: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a General Engineer, and that is typically in or related to the work of the position to be filled. The professional engineering experience required is defined as non-routine engineering work that required and was characterized by (1) professional knowledge of engineering; (2) professional ability to apply such knowledge to engineering problems; and (3) positive and continuing development of professional knowledge and ability. Such engineering experience would have provided a working knowledge of engineering, construction, cost estimating, and project management on highly complex projects. Specific qualifying specialized experience for this position (which should be documented on your resume) is: experience working with multiple construction projects while coordinating multiple construction disciplines in multiple locations at the same time; reviewing and formulating corrective actions for construction design oversights in general construction; and ensuring compliance with NFPA, Joint Commission and building codes.

**PHYSICAL REQUIREMENTS**: The work is mostly sedentary; however some walking, bending, and climbing is required to inspect buildings at various stages of construction.

**Receiving Service Credit for Earning Annual (Vacation) Leave:**Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
