GENERAL PURPOSE

Assists the Plant in administering various Company Human Resources programs and procedures for Plant employees. Reviews, inputs data and processes weekly hourly employee payroll ensuring confidentiality, accuracy and timelines are met. Maintains fields in HRIS; compiles HR related records and payroll data to maintain accurate personnel/benefits and payroll records. Assists with Plants in applicant tracking system (ATS) maintenance, hourly employee recruitment and applicant screening, interview scheduling and follow-up communications.

ESSENTIAL DUTIES

Assists the Plant in administering various Company Human Resources programs and procedures for Plant employees.Maintains fields in HRIS; compiles and maintains related confidential HR, benefits, payroll and workers' compensation records and files. Ensures all documentation is completed in accordance with Company policy.

Compiles and uploads/downloads payroll data, such as hours worked, special pay issues and various deductions; liaise directly with Plant Manager and supervisors regarding employee time records; reviews, inputs data into computerized system and processes weekly hourly employee payroll ensuring confidentiality, accuracy and timelines are met. Enters Driver Trip Sheet data after schedule review and supervisor approval.

Reviews weekly, monthly and quarterly payroll reports. Reconciles general ledger accounts related to such items as payroll deposits, withholdings, wage garnishments and voluntary deductions. Maintains and updates payroll records as appropriate ensuring appropriate supporting payroll documentation is processed and approved by management. Works with management and employees to resolve payroll related problems.

Assists the Plant in ATS maintenance, hourly employee recruitment and applicant screening, interview scheduling and follow up communications. Assists with fulfillment of agency temp needs and processes start up of agency temp assignments. For regular employees, after employee is hired & on boarded by Plant Accountant, Controller or other designee, the Administrator plans and conducts new hire orientation that includes WOTC screening, compliance training, basic safety training, time card issuance and set up of the employee's introductory training schedule. Processes and reviews employment background check results and refers any issues to Controller for direction.

Maintains attendance tracking system and records employee tardy/absentee information, vacation hours earned and used, and FMLA time used. Processes and tracks leave of absences per established guidelines; tracks current lay-off employee statuses; reviews employee absentee reports and issuance of employee warnings and discipline.

Plans and conducts monthly new employee benefits orientation, promoting the value of benefits and educating employees on using available resources; processes employees in programs, receives and maintains related documentation and files, including employee training and development forms, and follows up as needed. Reconciles benefits systems with HRIS system and paperwork. Reviews and processes invoices for payment as needed.

Maintains the Driver files and fields in HRIS; and tracks and requests updates to ensure all required documents are current including CDL's and medical DOT cards. Follows up as needed.

Maintains training tracking system in HRIS, notifies managers and supervisors of training/performance feedback timelines and follows up as indicated.

Assists with administration of workers compensation claims for all employees including maintenance of OSHA log; and assists with administration of substance policy administration for drivers and other Plant employees as needed, including processing of paperwork, internal management communications and other assistance needed to facilitate the program

Provides safety program support including serving on the safety committee and providing administrative support, maintaining ergonomic/job assessment log with supplied information; maintaining safety manual with supplied updates, tracking Toolbox Talks files, and recording/tracking various safety related training.

Processes final paychecks including vacation payoff balances, and processes related employment separation documents, communications and HRIS maintenance. Acts as contact with the third party unemployment administration service provider.

Provides back up Accounting and general office support as needed and provides assistance with special Plant level and Group projects as requested, such as annual benefits and employee audits.

Maintains knowledge of current trends in the field and attends appropriate meetings, seminars and training programs. Participates in administrative staff meetings in order to provide proactive assistance and help monitor for compliance.

Performs other duties as assigned.

REQUIREMENTS

REQUIRED:

High School graduate or equivalent;

Two or more years of progressively responsible HR Assistant and/or Payroll clerk experience using an HRIS and automated payroll system;

Familiarity with Federal, State and local payroll regulations

Intermediate knowledge of spreadsheet software, beginner/intermediate word processing software, internet research and report writing/query software.

DESIRED:

College coursework or completion of certificate program in payroll administration and/or HR assistant

Experience using ADP products

Work is indoor and sedentary in nature.

Work requires regular contact with employees (in person, phone and written correspondence and electronic means.

Work also requires heavy computer/keyboard use.

Work requires regular overtime, occasional work on Saturday's and holidays, and a weekly late start/late end days for second shift employee support.

Ability to exercise sound judgment and discretion and maintain confidentiality.

Strong, effective and professional communication (written/verbal) and interpersonal skills to deal with all levels of staff, management, and internal and external contacts.

Good figure aptitude with strong analytical skills and ability to work accurately with details.

Ability to prioritize and organize work without close supervision; ability to effectively handle multiple projects with track record of successful project completion; and ability to work positively under pressure.

Ability to interpret and support standards, policies and procedures established by the Company and Federal, State or local agencies.
