Child Welfare Development Services (CWDS) provides workforce development, organizational support, technical assistance and capacity building for the public child welfare staff of Southern California counties. These services include coaching, simulation, classroom training, eLearning and evaluation services. Workforce development services consist of development opportunities for new social workers, the existing workforce, supervisors, managers and executive level leadership as well as community partners and multi disciplinary partners working closely with child welfare agencies.

Under the general direction of the County Consultant Manager, the County Consultant is responsible for working independently, and in partnership with a county to develop specialized training, projects, and capacity for best practice on state and county initiatives for CWDS. This position works closely with the Regional Training Coordinator to develop and plan all county training needs. This position works full time from a home office and requires travel to county offices during the work day as well as some travel to Sacramento.

This is a full time position. The following information is intended to be a representation of the work performed by incumbents in this position and is not all-inclusive. This position serves San Bernardino/Orange Counties.

RESPONSIBILITY (95%)

+ Maintain current understanding of new state initiatives

+ Anticipate the impact to the county and planning for new state initiatives and regulations

+ Remain current on county specific issues: (review documents/reports, CFSR data, SIP, new county initiatives, policies, procedures; represent/remind regarding EBP, F&E issues, etc.)

+ Working with and attending frequent meetings with staff in the county

+ Assist in the identification of trainers, coaches, subject matter experts, trainings and modality for delivery based on county needs

+ Ensure curriculum/learning objectives to meet needs

+ Complete training development requests for all requested deliverables

+ Work with a trainer/coach/subject matter expert to ensure county needs are met

+ Act as a facilitator at meetings or assisting with the hiring process of an external facilitator

+ Provide or contract for classroom-based training, field-based training, and/or provide or contract for Coaching/Mentoring and other services at the request of the county to meet their needs

+ Provide training coverage/oversight

+ Identify and assist with coordinating experts/consultants as needed (acting as brokers/contracting out as makes sense)

+ Evaluate and ensure the quality of trainers (Academy standards)

+ Serve as a partner to the management and staff development departments of the county

+ Ensure all county needs are explored and met as appropriate to the scope of the contract

+ Participate in/attend new county training deliveries to ensure learning objectives are met

+ Have knowledge of and using the 4 domains of successful implementation with counties for new and existing initiatives

+ Actively support the development of contracts

+ Monitor and manage contract deliverable through the contract term

+ Assist in definition of scope of projects, involve relevant stakeholders and ensure feasibility

+ Develop project plans and monitoring and tracking progress

+ Ensure projects are delivered timely and provide written reports as requested

OTHER DUTIES AS ASSIGNED (5%)

+ Perform other duties as assigned which are in the best interests of the Academy for Professional Excellence.

KNOWLEDGE, SKILLS, AND ABILITIES

Minimum Qualifications

+ Equivalent to a bachelor’s degree in appropriate field related to the program/project

-OR-

+ Additional experience may be substituted for the required education on a year for year basis.

+ Six (6) years of experience related to the program/project.

+ Three (3) years of experience providing coaching or training.

(A masters' degree may be substituted for years of experience, up to two years)

Preferred Qualifications

+ Master’s degree in social work or a related field.

+ Five years of experience planning and coordinating projects and deliverables.

+ At least 3 years experience in child welfare.

+ Two years experience as a trainer and/or curriculum developer

+ A minimum of 3 year experience working in public child welfare preferred

+ Experience developing and delivering child welfare training

+ Theoretical knowledge of program planning, implementation, coordination and evaluation skills.
