Qualcomm’s Source2Pay organization is responsible for strategic sourcing, supplier management, data & analytics, outsourcing, commercial review, contract management, financing and acquisition of indirect procurement across the organization, subsidiaries and affiliates.
This Sr. Manager, Procurement position in Source2Pay is responsible for overseeing global strategic sourcing and contracting functions for a variety of indirect procurement categories. Position requires extensive experience in strategic sourcing, vendor relationship management, and complex contracts operations as well as a proven track record in vendor negotiations resulting in multi-million-dollar value capture and long-term efficiencies .
This role further requires the ability to manage and execute complex business and contractual transactions and to work autonomously but within defined corporate and department policies, processes, and guidelines; ability to frequently take contractual direction provided by legal and management; possesses excellent communication and interpersonal skills; high level contract writing and negotiating skills; excellent problem solving skills, as well as expertise in conflict resolution; and commodity and/or industry expert knowledge of terms for the assigned categories.
Responsibilities include:
Developing and executing category management plans and strategic sourcing strategies and selling these strategies to internal stakeholders up to C-Level;
Identify and lead cost saving initiatives; establishes and meets cost savings targets;
Confer and align with internal stakeholders on business needs and sourcing strategies;
Establish effective relationships, partnerships, strategies with stakeholders, vendors , finance, legal and other cross-functional teams;
Subject matter expertise for commodities assigned (knowledge of industry, major players, threats, opportunities, terms etc.);
Effectively drafts RFX, perform bidder’s conferences, sourcing events;
Manage the sourcing process from analyzing the vendor ’s proposals, communicating between stakeholders and determining a negotiation strategy;
Implementation and execution of the negotiation strategy; understanding financial impact to all negotiations;
Reviewing and evaluating the procurement requests to determine the appropriate execution path.
Drafting, reviewing, negotiating, structuring and managing contracts working directly with the internal stakeholder, the vendor and, in some cases, vendor ’s counsel to ensure that the contract meets the business and legal needs;
Negotiate contract terms in accordance with Qualcomm’s legal guidelines and negotiation playbook. This task includes persuasively explaining Qualcomm’s positions to produce the best outcome.
Understanding when and how to escalate key legal and business issues to the appropriate in-house subject matter experts (e.g. Privacy, Tax, IT, Corp or Divisional Legal, Export Compliance etc.) to finalize contractual terms. This task includes taking the subject matter expert’s feedback and drafting appropriate redlines;
Analyze and interpret contract terms to advise internal stakeholders of contractual risks or issues, rights and obligations;
Mentor and train junior procurement specialists regarding S2P practices, policies and form including creating issues-checklists and training material.
Required qualifications:
+ 8+ years of experience in strategic sourcing and/or indirect procurement contracts, preferably in Professional Services
+ Experience with end-to-end procure-to-pay process. International procurement experience a plus
+ Demonstrated performance in prior role(s), with increasing levels of responsibility
+ Expert level skillset in drafting and negotiating contract terms and conditions, including master services agreements (MSAs) and statements of work (SOWs)

+ Ability to multitask and handle a large volume of projects and contracts simultaneously with accuracy in a fast-paced office environment;

+ Strong ability to build relationships/networks with multiple functions at various levels
+ Strong analytical capabilities and negotiation skills
+ Self-starter and independent worker

+ Bachelor’s degree in business, law, or a related field
